Also see #260944.  To be honest, having to browse each section to
figure out where packages are is not really pleasant.  I also finally
think that lib bindings for ruby aren't really at their place in
section interpreter.  Despite python and perl have some advance, given
that list of ruby package will probably grow, it should have its own
place.

At last, we can also consider the creation of a ruby section to be a
clear support from Debian WRT this language, at same level like python
or perl.
