I think the rush is because packages using graphviz 14.0.5 might have
been migrated. I know git-big-picture and python-graphviz at the
moment.

The main FTBFS source is font usage in image files as I see. The
image generation plugin (libgvplugin-gd) is a hard dependency on the
graphviz binary. I can put libgvplugin-pango to hard dependency as
well for font and pdf usage, but it will still need to be addressed
sooner or later which packages really need it.
