Is there a good reason why this is necessary?

I am asking since it tends to be painful to hardcode architecture lists, 
for example in build and test dependencies if some package ends up using 
R in tests.

Like Haskell has little relevance on most architectures, but then 
you have to hardcode architecture lists in the build dependencies
of packages that use pandoc for a manpage (like flac).
