Dear Release Team,

I've opened #1109529 for ftpteam to reject packages from NEW 
installing outside of the usrmerge paths. Niels suggested that this 
is not enough, and gating should also be done before allowing 
packages into testing.

One option would be for britney to check the lintian tag 
package-contains-usr-unmerged-pathnames. The tag is available in 
trixie's lintian.

I'm not sure which support for running lintian or using lintian data 
from UDD you already have.

Maybe we need to have a discussion here.
