[ Reason ]
This update fixes #1093724.

[ Impact ]
It will allow users to cross build ruby extensions in trixie.

[ Tests ]
As one can see in #1093724, this patch was already tested in Ubuntu and
I confirmed that it works as expected.

[ Risks ]
The fix for this is one-liner (add Multi-Arch: foreign), so no
side-effect is expected.
