Please unblock package eproject-el

[ Reason ]
Helm had been abandoned in Debian and it, and its rdeps were dropped.
Helm was finally adopted, and its migration to testing/trixie was
unblocked less than 24h ago.  Thus, eproject-el can now reenter
trixie.

[ Impact ]
Long-time users of eproject-el and especially emacs-goodies-el will be
shocked if packages they have used for decades suddenly and silently
disappear.

[ Tests ]
Long-term user testing.  Eproject-el has a popcon of 1626 and no
reported bugs.

[ Risks ]
Eproject-el is a dependency of emacs-goodies-el.  I asked at #1107465
whether the release team would prefer to drop Helm and eproject-el
from trixie, and Helm was unblocked, thus the plan for trixie appears
to be to restore eproject-el.
