Dear release managers,
I am writing to request a transition slot for avro-c.
The new upstream release contains mainly bug fixes without changing any
API or ABI, yet upstream has bumped the SONAME, thus this transition.
The Ben file should be (the automatic one looks correct).

is_affected = .depends ~ "libavro23" | .depends ~ "libavro24";
is_good = .depends ~ "libavro24";
is_bad = .depends ~ "libavro23";
I have run ratt on build-rdeps of avro-c (only pmacct and reflect-cpp),
everything looks good, i.e. binNMUs would suffice.
