As agreed in bug #1081194, let's upgrade llvm-toolchain one more time.

Various removals:

As I mentioned on irc, llvm-defaults is not migrating because several rdeps' autopkgtest break with LLVM 19. Can you take a look and file bugs (at RC severity) ?

xsimd and xtensor are key packages, so at least those need to be fixed before llvm-defaults can migrate.
With xsimd fixed, I forced it to migrate despite the eztrace failure, which is due to debci running the old test with the new packages, and will be fine once eztrace migrates.
