Now that gnome-shell 40 is in testing, I think it might be time to do
the libgweather transition.
I believe the necessary changes are:

Adjust Breaks to make sure everything mentioned below gets in

Backport libgweather support from experimental, while avoiding starting
the e-d-s transition

Force gnome-panel to be on the "new" side of the transition, so we can
have a versioned Breaks on older versions

Force gnome-applets to be on the "new" side of the transition, so we can
have a versioned Breaks on older versions
* https://salsa.debian.org/wmaker-team/wmforecast/-/merge_requests/4
Update wmforecast to the version from experimental
(requires non-GNOME-team action or NMU)

... and a binNMU of gnome-settings-daemon, after the new libgweather is in
unstable, would be nice but is not required.
