Once gdal is fixed,

I used my patched packages (will try to put them somewhere public tonight)

pg_upgradecluster should work,

It does ;-)
(and it spews tons of errors (but does not fail) if I only install postgresql-13 but not postgresql-13-postgis-3)

Didn't see this on my side.
Your --force-depends probably affected more than just libgdal20.

So co-installable libgdal20/libgdal28 simplifies postgis data migration because postgresql-11+postgis from buster remains installed and accessible along postgresql-13+postgis.
