Please unblock package galera-4 to fix MariaDB upgrade as reported in #988089.

[ Reason ]
Users reported that running 'apt dist-upgrade' resulted in removal of
mariadb-server-10.3 instead of upgrade to mariadb-server-10.5. This
was due to incomplete relations defined in galera-4, which is a
dependency of mariadb-server-10.5 (while galera-3 is a dependency of
mariadb-server-10.3)

[ Impact ]
'apt dist-upgrade' fails to upgrade MariaDB

[ Tests ]
Extensive Salsa-CI with specific upgrade test introduced in
https://salsa.debian.org/mariadb-team/galera-4/-/commit/27a142792b5e02e66b8f1adf9a7b896c5722dd17
and visible at https://salsa.debian.org/mariadb-team/galera-4/-/pipelines/257428

[ Risks ]
Low, leaf package.

This also introduces the latest upstream version. It has already been
in Sid for a while without reported regressions, and in general Galera
packages have been very low on regressions.

galera-4 (26.4.8-1) unstable; urgency=medium

  * New upstream release 26.4.8
  * Remove patches applied upstream
  * Drop SConstruct patch for i386 as SCons is not used for builds anymore
  * Bugfix: Don't uninstall MariaDB on Galera 3 to 4 upgrade (Closes: #988089)
    This ensures the Buster installs of mariadb-server-10.3 (that depend on
    galera-3) correctly upgrade to Bullseye installs of mariadb-server-10.5
    (that depend on galera-4).

It would have been very helpful if you would have mentioned that in the
initial unblock mail.

And this would have been helpful too.

It would also have been helpful if you had elaborated on that.

And as the diff includes lots of changes in tests and examples, it might
have been useful to also prepare a filtered debdiff excluding those, to
make the amount of changes less frightful.

Anyways, unblocked.
