Please unblock package matrix-synapse.

Originally, 0.99 was meant to be the last version before 1.0, but due
to a bunch of issues discovered since then, some of them
security-related, new incompatible room format was introduced in 0.99.5.
This is going to mean 0.99.2 currently in Debian buster is going to only
see limited usefulness, as users would basically need to immediately
upgrade it to a version from backports to be able to federate with other
servers.

Since matrix-synapse is a leaf package used only by people running their
own Matrix homeservers, I believe the impact of such a late upstream
version bump is going to be minimal; I also believe than rather than
leaving an old version in buster, it might make sense to remove it, if
the newer one doesn’t get in.

I’m attaching a git diff between patches-applied trees of 0.99.2-5
currently in buster and 0.99.5.1-1 currently in experimental (the
version in testing ships with a few security fixes backported from
0.99.3). The proposed 0.99.5.1-2 would be a no-change upload with just
a changelog bump.

Unblocked. Although I must admit that I don't understand the benefit for
buster users that we ship this package. Does it do anything useful when
installed?
