I want to request binNMU on amd64 for recently accepted new arch:all packages, as they are not migrated to testing due to missing builds on buildd.

  nmu jamm_0.3.3-1 . all . amd64 . -m "Rebuild on buildd"

No, they would need rebuilding on "all", not "amd64". However, as I already explained a week ago in #934685, that unfortunately isn't something that can be achieved using binNMUs right now, so these will all require source uploads from you.
