Dear release managers,

I would like to ask for an unblock of 
	src:texlive-base
	src:texlive-extra
of the versions in sid: 2016.20170123-1

It was planned that these packages enter testing together,
but as missing dependency (see bug 853119) of texlive-base
onto fonts-lmodern created an RC bug as some (one?) package
now fails to build from source.

Unfortunately src:texlive-lang has transitioned to testing,
but with an RC bug 852611 that prohibits updates, as it
requires a newer texlive-base.

That means, at the moment we have an RC bug in src:texlive-lang,
that can only be fixed by getting a newer texlive-base into
testing, and at the same time a newer src:texlive-extra.
(See bug reports 852611 and its merged ones, and 853970)

All the packages have been long enough in sid, and the only
errors reported are due to incomplete or too weak dependencies.

I have packages for all three (texlive-{base,lang,extra} ready
with fixed and tightened dependencies.

I propose to *first* let current texlive-{base,extra} go into
testing to unbreak the current complete hang, and after that
I will upload fixed dependency packages to sid and ask for
another unblock of these new packages, where the only changes
are dependency changes.
