Debian's Release Team is not responsible for the oldstable distribution currently - you will need to contact the LTS team to discuss that. debian-release@lists.debian.org is also not a general support list. If you want to enquire about the status of a package in stable, contacting the package maintainer would be the most appropriate first port of call.
tzdata 2016h has been in testing for one day and in unstable for less than a week - that's really not "a long time". An update for stable will be available via the stable-updates repository within the next few days and will be announced on the debian-stable-announce list as usual.
