The same explanation for hello is valid here:
This was hello-traditional 2.9-1:
Conflicts: hello, hello-debhelper (<< 2.9)
Replaces: hello, hello-debhelper (<< 2.9)
and this is hello-traditional 2.9-2:
Conflicts: hello
Replaces: hello, hello-debhelper (<< 2.9)
Breaks: hello-debhelper (<< 2.9)
which is more correct.
