Unfortunately, I cannot accept the proposed changes as they do not
comply with our freeze policy (see [1]).

Explicitly mentioned as reject reason[1]:
 * change debhelper compat version (bad)

I presume it was done for getting hardening flags; here you have
alternatives (e.g. include the dpkg makefile for this purpose).

The rest of the changes should be okay at this point of the freeze.
That said, we will not remain this liberal for very long.
