No, it shouldn't.The release team doesn't decide which versions of packages go in a release (modulo RC bugs etc). The maintenance team(s) need to decide between them what the best solution is. I'm sure the security team would be happy to advise as to whether they have any particular issues with or preferences towards any of the solutions, but at the end of the day it's the maintainer's decision.

If Ubuntu has chosen a particular fork then that may have some influence on the decision, as it could make maintenance / security updates easier. Debian certainly shouldn't be picking a particular path purely on the basis that another distribution did, however.
Maybe the tech-ctte could also be involved?
Which part of the tech-ctte's remit do you believe is appropriate before a decision has been made? Are you saying you'd (collectively) refuse to decide?
