That looks like some kind of weird mistake. XMLTooling is a C++ utility
library that so far as I know is only used or supported within the
Shibboleth project.
I'm copying the maintainer of that package. Cajus, could you provide more
information about why qpid-cpp build-depends on libxmltooling5? None of
the generated binary packages seem to depend on that library, and that's a
very odd library to need during the build of an apparently unrelated
package.
