They're posted to several lists, including debian-project; see

I don't believe they've ever been posted to d-d-a, but I could be
mistaken.

In general, the latter is preferable as it clearly indicates that the
upload was made to a suite other than unstable / experimental; -3 would
also work so long as that version has never been used before.

Please feel free to upload for inclusion in 7.2.
