I am not sure what the response will be, but it will definitely help to provide debdiffs in this bug report. What I would propose is a debdiff containing filtered for all the localization and e-mail changes, and a debdiff with them included. Usually this really helps in getting responses from the team. For completeness, if the answer would be "no, too intrusive", what would you proposal to be included (debdiff). Paul
