unblock to fix #669479, #680896 for wheezy. the split out ppl-config binary is
not used by apron and cloog-ppl, so no changes for build dependencies in other
packages are needed.

Has it been verified that they build correctly against a multi-arched
libppl?

Both have built successfully on zelenka against the following libppl:

ii libppl-c4:s390 0.11.2-8 s390 Parma Polyhedra Library (C interface) ii libppl0.11-dev:s390 0.11.2-8 s390 Parma Polyhedra Library (development)
ii libppl9:s390         0.11.2-8 s390 Parma Polyhedra Library
(runtime library)

Unblocked.
