Where is the "I don't see a way around" problem?

If you didn't install a recommended (or suggested) package before the 
upgrade, then you won't expect it to be installed after the ugrade.

Dependencies can ensure that everything that was installed before the 
upgrade will continue to be installed after the upgrade.
