We want to review the changes before they're uploaded to influence them, i.e.
change them if necessary.  The barrier is just higher to reject the package
from p-u-NEW and tell the uploader to reupload a fixed package.

So in theory you'd still need to build and test it, but in the first stage
we're concerned about the source changes.  In the second stage there's the
build and upload.

I would be unhappy with just "upload it now", FWIW.
