This is wrong. This and #632171 aren't simply binNMU requests for "new
shlibs". They're a request to rebuild r-deps for a library package
which has changed soname and as such should be a single *transition* bug
- which ideally would have been filed before the upload, not afterwards.

Scheduled, with a slightly more accurate message and a dep-wait on
libmatroska4 as it's not yet available on ia64.
