Please unblock package debiandoc-sgml

This 1.2.16+squeeze1 fixes  *important* bug #610335 "debiandoc-sgml has
too-broad recommends" from Steve Langasek for current testing verion
1.2.15.  For all practical cases, this is very important since APT
installs recommends by default and TeX system is huge.

It also removes non-existing packages from its recommnd/suggest
dependency to improve package quality (#462253, #593820).

Since cjk-latex package does not exist anymore, Description needed to be
updated.  Since I am touching it, I did it right matching new
dependencies.

This is minimal change upload targeted to squeeze.

Some more explanation.

In recent texlive structure, these language subcomponents
texlive-lang-* are needed to build localized TeX sources.
texlive-lang-all is a dummy package to install all these
texlive-lang-*.  This is an counterpart of removing old non-existing
"hlatex, littex".


None of the mentioned reasons is release critical (IMO). So, I'll stay
with the version currently sitting in Squeeze.
