No, this would be an issue even with popcon from lenny if 1.50 or 1.51
are in squeeze. The problem happens because lenny's debconf can't
handle templates from popcon 1.50 or 1.51...so we need to be sure that
debconf is upgraded before popcon is.

Admitedly, the problem won't happen if 1.49 stays in lenny because it
doesn't have that Serbian-Latin translation. However, it would mean
leaving the Serbian translation on the way too.

I agree that you can go the ultra-safe way and leave the situation as
is: nothing will break as long as 1.49 stays in lenny.
