Please consider unblocking package debian-keyring

This doesn't fix any RC bugs, but does add the debian-nonupload keyring,
remove the PGPV3 keyring (currently an empty file to ease upgrades for
people) and generally provide a more up to date set of DD keys for
shipping with the release.

Yay for documentation. :-)  Might be worth adding debian-nonupload to the
"what the keyrings are" section?  Also, I'm guessing that

+    echo You can still run it if you are sure by setting
+    echo \$SHOULD_RUN_ON to a nonempty value.

should reference $RUNANYWAY.
