Please unblock package mapserver

The upload was originally planned to fix debconf translations but
unveiled a hidden FTBFS because of missiong Build-Depends on
libedit-dev (it was probably hidden by another build dependency
pulling these library files in).

I added libedit-dev to the build dependencies and that fixed the FTBFS
bug.

So, as a counter-example of other claims, there may also be some
benefit to translation-only updates..:-)

I unblocked this one yesterday when I saw the upload. I also noticed
that several .log files got added to the source package. I'd accept a
new upload to get rid of them. Please let me know if you fix that.
