Please unblock package python-clamav

This update mostly just changes maintainer so the package will be maintained
in squeeze.  The switch to V3 source format and use of a patch system are the
only functional changes. Phil Kern reviewed the diff before it was uploaded to

unblock python-clamav/0.4.1-3
