since 0.6.3-1 is not a descendent of 0.7.0-1.  Aside from confusing
those reading the changelog, it also subverts the BTS's ability to
derive the presence and fixed state of bugs in the package.

(As a side note, given the way t-p-u works, urgency=high is somewhat
redundant).
