The difficulty of supporting poppler comes not from the version
released, but instead the number of embedding packages.  The latter has
been mostly addressed (with koffice and kdegraphics recently linking to
the system version).  I've also updated xpdf to use poppler as well
(which currently needs a sponsor [0] and for poppler-utils to not
conflict with the new xpdf-utils that I pushed to the freedesktop svn).
That only leaves pdfedit and ipe as known embedders (there may be
unknowns out there).

So, I think releasing with 0.12 makes the most sense.
