Intending to upload DHCP v4 to unstable (small transition necessary)

Hi,

There's been a modest amount of clamouring for ISC DHCP v4 packages in time
for Squeeze.

I have had packages in experimental for some time now, and recently managed
to rebuild a decent test infrastructure to allow me to do some more work on
the packages.

I'm at the point where I'd like to upload these packages to unstable.

I'm doing away with the "3" in the package names and directory names, which
means a bunch of other packages need to change where they drop hooks or
config files.

I have filed bugs with these packages to let them know of the impending
transition. The bugs are all blocking bug #547653

So assuming the release team is cool with everything, I will go ahead and
upload the packages in the next few days.
