emacs21 is still present in testing, although it has been removed from
unstable already. Running "dak rm -Rn -s testing emacs21" on merkel
gives me

Maybe it needs an explicit removal hint?

Now a fixed suikyo package has migrated to testing, and emacs21 was
finally removed.
