It's fairly standard for upstreams to embed copies of libraries to ease
installation from source - if upstream is clueful it'll only be a copy
of the vanailla upstream and will only be used if a copy is not present
on the system already. It's purely a tarball packaging thing and (bar
licensing issues) there's little need to repack the upstream release for
it.
