Please hint to unblock debian-reference 2.21

Hi,

I have uploaded new 1.21 version with documentation updates only.  Most
importantly, it fixes missing links. 

Please hint to unblock this.

  * Updated all URLs after checking each connection.
  * Updated popcon and package size data.
  * Updated SSH and mentioned Alioth service.

PS: To be precise, there is one small code addition in wiki/Makefile :-) I
added url target which is used to check URL references with 3 lines.  No side
effects expected and experienced.
