Here's an example where it would be relevant.
libfoo1 and its dependants gnome-foo and kfoo are in testing. kfoo depends on
libc6 2.3.
On 2008-01-01, libc6 2.6 is uploaded to unstable.
On 2008-01-02, a libfoo bumping soname to 2 is uploaded to unstable.
gnome-foo and kfoo are binNMU-ed without issues. The new kfoo binary doesn't
depend on libc6 symbols introduced after 2.3.
Bug 666666, a serious libc6 2.6 regression, is reported.
On 2008-01-12, 666666 is still not fixed.
Without libc6 symbols files, 666666 blocks the libfoo soname transition. With
symbols files, 666666 is irrelevant to that transition.
