I do not get it:

(SID)ametzler@argenau:~$ apt-cache show libfftw3-3 | \
        grep -E '^Pa|Pro|Dep|Re|Ve'
Package: libfftw3-3
Version: 3.1.2-3
Replaces: fftw3
Provides: fftw3

libfftw3-3 provides fftw3 and all dependencies on fftw3 are
unversioned (I only checked sid, not lenny). So 3.1.2-3 should really
simply be able to propagate to testing without any binNMUs..
