There may be, but I as the 'mere maintainer' am not in a position to
push. Gsl is being held back by the 'ldbl' transition, and you need to talk
to (IIRC) debian-release who could push this.

There's nothing you can do, other than to offer (inofficial, outside of
Debian) backports of gsl 1.10.
