update of stable for gv for non-critical #393454 ?

Hi,

somehow I couldn't find the current criteria for stable updates, so I 
ask here.

Would a quite annoying but definitely not critical bug like gv not 
reading settings from ~/.gv [1] qualify for an update in stable? It 
is a regression from sarge.
