No, when we're talking about 1500 lines of diff for some 20 different bugs,
the issue is with the classification of these all as "important".  Maybe you
do consider them important, but it's not realistic for us to review this
many changes, any of which might cause a regression singly or in combination
with another change; and it's not appropriate to let docbook-xsl in without
a thorough review when there are over a hundred packages in etch that
build-depend on it and could be affected by any regressions.

But not all of the changes are translation updates; you don't get a freeze
exception just because *some* of the changes would be granted a freeze
exception.

And anyway, many of the changes in 80_common_locale_fixes.dpatch are opaque
changes to language codes, not translation updates, whose impact is not at
all clear from reviewing them.  In particular, what is this change for?:

Documentation fixes are permitted because they're *non-disruptive*.  Your
package update threatens to be *very* disruptive.

I'm sorry that you weren't in a position to get the updates you wanted in
before the freeze, but that doesn't mean we're going to risk the release
timeline for a bunch of non-RC bugfixes.
