Timezone update for sarge glibc

Hi,

FYI, we will need to update the timezone in the sarge glibc, in order to
take in account the "Energy Policy Act 2005". If I remember correctly,
updating to the latest version should also fix the DST for Brazil.

I will try to upload a version this week-end.
