please let glibc_2006n-1 move to testing

Hi all,

tzdata 2006n-1 is now in unstable for 30 days. The only detected problem
is a bad interaction with d-i (#391529), but this problem is not new and
has been workarounded in d-i. It will be fixed post-etch, because we
don't want to introduce a lot of changes now.

This version supports the new DST in Brazil for this summer.
