Hello,
just to be sure I understand you correctly: d-release will not let
icedove into testing until it ships transition packages for every
binary package shipped in thunderbird. i.e. the following packages
must be added to icedove:
 thunderbird-dbg
 thunderbird-dev
 thunderbird-gnome-support

If this is correct serious bugs need to be submitted against icedove.
(I'll happily submit them myself, if you want me to.)
