If as mentioned this is only a shlibs bump, not an soname change, this is
still ok to upload for etch.

If there is an soname change, it becomes a trickier question; we're already
committed to some other soname changes in sid that need some time yet in
order to get into testing, and they may take us almost up to the point of
the freeze; and we wouldn't want to start a gpg-error soname change in the
midst of this.

BTW, there shouldn't be any udebs depending on this, or else someone would
have asked you for a udeb of ligpg-error itself.
