So, you want /usr/sbin/sshd to be runable even if /usr is not mounted ? What
about the case you have a corruption in /usr and only / is mounted read-only ?
I mean, that is what /bin and /sbin are for, to put in them whatever tools are
always needed by the system administrator, even if something has gone terribly
wrong.
