I agree that it should be announced; however, I don't think we should be telling maintainers to reupload right now. Sourceful uploads may be very disruptive of the various ongoing transitions, and I think it's important to not give maintainers the wrong impression about where this is on the overall priority list: switching over to 0.9.8 should be RC for etch, but uploading right now may hold hundreds of RC bugfixes out of testing.
