Please review colo 1.16-1 for testing



Can someone please review colo 1.16-1 to see if it can go into
testing.  While there have been some substantial changes to the
version currently in testing (1.10-1) I feel that 1.16-1 is ready
and has had enough testing.  I originally planned 1.15-1 for testing
but testing revealed an upgrade problem which has subsequently been
addressed in 1.16-1.  This version has been tested by me and other
people on -mips and has been in unstable for over 60 days.

Some reasons why this version should go into testing:

 - The colo .deb in testing is 1.10-1 (with source) while the colo
   .udeb is 1.14-1 for which no sources are available anymore.
   Putting 1.16-1 into testing would address this GPL violation.

 - Version 1.15 added a fix for some older Cobalt machines.

 - other minor bug fixes (e.g. support for 64-bit kernels, installing
   the reportbug script in the proper place).

The only reason I see against 1.16-1 is the addition of the tool
paneld which had some bigger changes to the .deb (such as the addition
of init scripts); however, this tool is a feature many users like, and
I feel it has been tested enough (it has been introduced in 1.12-1
back in August).
