That would be testing, not testing-proposed-updates, since AIUI you are
proposing that the version currently in unstable (which includes the fixes)
be included in sarge.

However, this issue is currently blocked by RC bug #288096, which I see
Frank filed yesterday.  Once this is fixed in sid, we can reconsider
promoting the package to testing; the threshold is otherwise fairly low for
getting an update for this package approved, since the impact of individual
bootloader packages on the rest of the installer is minimal.
