Yes, this is deliberate. The original man page usermod(8) was changed
for this release and the new sentence in English inside the French man
page is there because the French translation was not updated.
French translations of shadow man pages are managed with po4a (this is
experimental). So, when a given sentence is either fuzzy or
unstranslated, the original English is put in place.
This guarantees that man pages are always complete with regards to the
original page. Having incomplete translations and even misleading
localised man pages is very common and indeed a real problem.
(for instance all it and de man pages in shadow were completely outdated)
When less than 80% of a given page is translated, then the translated
man page is not generated by po4a.
